sql server2000 a problem

Hi,
My table contains 1 column called "phone_number" and it contains the following data:1111,2222,3333,4444,1111,2222,2222
I need to match duplicates: i want to make a new table that will take "phone_numbers" and show duplicates side by side. that table will have 2 columns: "phone1", "phone2" that will contain the following data:
"1111,1111"," 2222,2222","2222, ","3333, ","4444, ".
How do i write the procedure that does it ?
