Permissions for ODBC to SQL

I'm trying to link an Access database to a SQL back end via ODBC. It works fine for the Administrator, or anyone with Administrator permissions. But when I try to set it up for an end-user, I get a connection failed message--even after giving the end-user administrator privileges on their desktop, and giving them full permission to the Access database and to the SQL database. I'm sure it's a permissions issue, but I'm stumped. What am I missing?
