Limit saving DTS package to SQL Server

Hi all, I know that you can save a DTS package to SQL Server (local
package under Data Transformation Services in the EM).

I wonder can I limit which login has the right to save DTS package? I
mean, I would like logins with sa right to have this right but not for
other ordinary logins.

Can this be done in SQL Server?

I have searched a bit and didn't come across any related solution.

I am now thinking along the line of denying the rights
(UPDATE/INSERT/DELETE) on the several dts tables in msdb database for
those logins that I don't want them to save DTS package to the SQL
Server
