I'd like SQLManager to start on Win98. I've added it to StartUp and it
shows in the right-bottom corner of the desktop upon operating system
start but the database still shows as stopped. Is there's a command I
can use like SQLMANGR.EXE /start or SQLMANGR.EXE /run from the command
line?

SQL Manager monitors and controls MSSQL - it isn't the MSSQL process itself.
If you want MSSQL to start when you start Windows, you would need to start
it using a batch file in Startup or by adding a command to autoexec.bat.
I've never used MSSQL on Win98, but I think you could use scm.exe for this
(see Books Online).
