while working on getting PMC to work with MSDE I observed that by
default MSDE installs with /DISABLENETWORKPROTOCOLS = 1.

So software like PMC (project management center) cannot communicate to
the database by default and you get errors like

[DBNETLIB][ConnectionOpen (Connect()).]SQL Server does not exist or
access denied.

new installs are always fun!
