sql server more than 2gb usage

I have sql server enterprise edition running on win server 2003. There
is 4gb ram but the maximum utilized by sql is always around 2gb. With
dynamic memory allocation i think sql is supposed to use 3gb or more
leaving 1gb for windows(in exterme cases). but it does not do so. WHay
should i do? please help....
