Are IT Startups Changing the IT Market?

The world is dynamic and at the moment not only local startups influence the market, but due to the expansion of cooperation opportunities, outsourcing and nearshoring companies have begun to play an important role. For example, you can hire a unity 3d developer in USA for $30 000 or in India for $5 000. Increased demand creates supply, and the crisis and circumstances lead to resource savings. Therefore, more and more companies are paying attention to the IT offers of foreign markets.
Do you think it is reasonable to contact such companies. Have you had any experience of such cooperation?
