Infrastructure of IT Project with Application and Web-Backend

Hi Community,

currently I am building an application for Android with a Backend. The application will be accessed by a lot of people and they will read and write data from a database. In addition the database should be also accessible by a web application based dashboard. The dashboard reads and writes data too, but has only few users.

What do you guys think would be best programming languages and databases for this purpose?
