Can I create a small folder program to duplicate files in the folder?

Im not sure where to ask this question or if its even possible, but im wondering if I can create a small program with notepad to run in a folder that will copy the files in the folder and output them to another folder.

Im not sure if i would make a dll file or a another file type that would look at new folders that are uploaded to one central folder and then copy the contents to another folder, also to check if folders have already been uploaded and not duplicate what has been uploaded.

Im not sure if this is even possible and if it is what would be the best way to go about this?

An interesting insight. I once did some coding embedding the Huffman coder/decoder into Wavelet Signal Quantization and this was basically for executing strings within strings. Not sure whether it applies here.
