As regular images? No it's not.
Your only hope would be to encrypt the images in a manner that only you can decypher, then include a reading/printing program on the disc. The users can only do what your program then allows them to do.

Of course, if they print to a virtual printer like SnagIt or a PrintToBmp, PrintToPDF printer driver etc... then they will have the decrypted images.

There is no difference between reading a file for the purpose of printing, and reading a file for the purpose of displaying on screen, or reading a file for the copying, or reading a file for the purpose of reading data embedded in the image.

It's still all reading. There is no way for an operating system to know *why* you are reading a file, any more than a book about bombs knows why you are reading it: Are you wanting to build a bomb, or diffuse one?

This is why you don't try to manipulate the disc. You work the file instead. If you make your own file format/encryption then you are in control of what you do with it.

There are embeded watermark/trademark systems that can be applied to images that report to work even if someone prints an image then rescans it. There is built-in support for this in Photoshop. It won't stop copying, but it will let you prove an image is being used without payment - if you catch it being used.
