Best Method to Post a Work for outsourcing?

Hi, All
If I want to post a work for outsourcing of an "Embedded System Project" like a project
"Getting ADcs(analog to digital values) from sensors and send them on ip over Ethernet(LAN)"
What should i adopt explanatory method, so, that coder gets understand completely.Whats the professional way to post a project especially embedded system related projects.
Thanks in Advance for any guidance.

It depends a bit to what country you want to outsource; if you're outsourcing to an Asian country, say India, really make sure they understand your problem, don't take a "yes we understand" for an answer because they probably lie.

If you're outsourcing to an East European country make sure you have your finances right because a lot of them are cheaters: they take your money and they disappear or deny everything.

Outsourcing is not my cup of tea.

I dont have any specific idea about location, I will select a person with his profile history, with his points, and considering his abilities.
But My, main question was about project description method, Definitely there would be a professional method to explain project to coder rather than simple plain text requirements, if any one provide good example that will be better
