Comparing the dimensions of two images using Delphi

Hi to all

My question is i want to compare an image d:\prac\25.bmp with other image.
How the comparision is "is each part of the image is having same length and width with other image".
Suppose for example take a PCB in that i want to compare the the components were placed in proper position or not.

I want to done this coding using delphi. Is this possible.

otherwise any automated tools available if, plz suggest those.
