How do big companies come up with programs?

what steps do they go thru to develop the pograms?
Every company is different, but generally there are a few things that are common between companies.

First a product has to be thought of, this comes from market research, or from somebody going "hey here is a good idea" and backed up with market research. Then usually the product manager needs to make a rough specification. From that rough specification a team of experts and technicians are assigned to the project. Those experts and technicians begin to research and work on implementing the product. Usually companies will do cycles where they specify, develop, then re-specify and develop more. This cycle keeps happening until the product is delivered.
