How to change what os.startfile() opens?

Hi all. I have a program where I ask a user to put in an absolute path and then I have IZArc open. How do I make IZArc open the file they have selected? And is there a better program for opening files?
Expand|Select|Wrap|Line Numbers
  1. foobar = raw_input("Please enter an absolute file path: ")
  2. print os.walk(foobar)
  3. os.startfile(Path to IZArc)
