XUL = XML User Interface Language. Big example: Mozilla and Firefox.

XUL is a markup language. It doesn't execute. You can connect it to a XPCOM component though. That XPCOM component could be in Python. Or you could connect it to a component in C++ or whatever, and have that execute the python function somehow.
