how can i make a popup/baloon(the one that will appear in the lower right window of your screen) using tkinter?

If you are looking for a Window style balloon that pops up when your mouse hovers over some screen object, Tkinter does not support that. If, on the other hand, you just want a dialog to pop up under certain circumstances, use normal dialog creation.

If you need help creating a dialog, please give some specifics of what it needs to do.

like for example, the baloon that popsup everytime you will recieve a mail or if you are familiar to skype, the baloon that will appear in the lower right window everytime you will recieve a message from a chatmate...hope you can help me with this..thanks

For that, you'll need a more advanced GUI framework than Tkinter. There are several to choose from. My favorite is wxPython. Check out related posts in the Articles section.
