tk canvas.create_arc() problem under OSX

On my Mac, the Tk Canvas arc drawing routine produces arcs that are rotated quite a few degrees from their correct location (as many as 10 deg.). It doesn't seem to be a consistent amount though, but it is big enough to make the arc function useless for my app. I've checked the behavior on the current download from python.org (2.5..) and also on the version (2.3..) which came with my mac. It's the problem same on a G4 Powerbook and on an Intel MacBook Pro.

When I run the Win version of 2.5.. under Parallels/Win XP on the Pro the drawing is done correctly, so that's where I'm developing the app. I haven't found any other references to this issue. I'm wondering if any of you CS types out there can tell me what might have been done wrong in porting the Tk arc routine over to Quartz and if there's any hope of a fix -- I'd rather use the Mac side to develop if possible.
