If you are just learning programming, Python is your best bet. Easy to learn, yet powerfull enough to create full-blown applications.

Not off the top of my head, though I am sure there are a few.

In most cases, if the language is "Windows Based" and it is sufficiently popular, someone will port it.

However, the majority of languages were develop on *nix platforms.
