wxPython runs on Window, *nix and Mac and give native look on each.
You'll probably really like it since the docs are from the C++ implementation called wxWidgets which wxPython is a wrapper for. Get it here. While you are there, get the Docs and Demos download also. You may also want to check out Boa Constructor which is the IDE that I use. Boa is built on wx and does all the GUI stuff for you with a frame designer interface that generates the GUI part of your frame classes.

I have seen very little on the aesthetics of good UIs. You'd be surprised how little this is emphasized, but it should be emphasized. If you search Google for GUI you may find some general ideas. Here is one sarcastic one on what NOT to do:

http://toastytech.com/guis/uirant.html

In general, I'd say keep things visually simple, clean, avoid crazy colors
but don't make it all totally "windows gray" either, and revise many times.
What looks "cool" to you today will look horrible in a few weeks, so keep
at it.
