IPython 0.7.3 upgrade notes

Something I forgot to emphasize in the announcement, knowing that not
everyone reads the release notes - if you are upgrading from a previous
version of IPython, you must either:

- Delete your ~/ipython (or ~/_ipython) directory OR
- Run %upgrade once IPython starts.
