Developing a Tool Band for IE in Python

After searching Google and Google Groups for several hours I did not
find an answer to my question.

Is Python suitable for developing a tool band (something like the
Google Toolbar) to be placed in the Internet Explorer's rebar? Does
anyone even have any tutorial or something similiar?

ctypes (0.9.0) recently got a toolband sample - although currently it's only an
empty template displaying a button.
