What's the best newsgroup/mailing list for Tkinter problems?

Which do you mean? Your Subject header specifies Tkinter, but here you
ask about GUI in general.

If you think your problem is related to Tk (The widget toolkit
underlying Tkinter), then comp.lang.tcl is probably best.

If you think your problem is related to Python's Tk wrapper, Tkinter,
then comp.lang.python is probably the best group.

If you want to ask about "GUI development problems", you'll probably
have to be more specific.
