Frets on Fire

Ok I please need help with this. I just downloaded a torrent for "Frets on Fire". It downloaded so it opened in winRAR and I don't really know what to do from there. So I extracted it and I tried to open the icon but there was an error box saying "The specified module could not be found. LoadLibrary(pyt hondll) failed". Now I have a good understanding of computers but I am not too savvy when it comes this type of stuff.. so help please?

Windows, right? ou need one of those installed. I have both installed on my system, but you could probably get away with the highest.

Consider the test case below. The onmouseout event does NOT fire when my mouse/cusor is moved off the left side of the browser. It does if it is moved off the top, bottom, and the right side that HAS THE SCROLLBAR (does not if the right side does not have the scrollbar on).
