7.4.13 LANG=C, order by still wrong

Gang,

Here is the basic issue.

We have a database that was initdb'd with LANG=C in the enviroment.

However, the order by results are still ignoring leading white space.

Here is a sample dataset:

Here are the results after ordering by that column

1
10
11
2
3

This was not an issue prior to the upgrade to 7.4.13

Any ideas?
