How to connect with postmaster through TCP socket

Hi,
I am using postgresql 7.1.3 in RedHatLinux 7.2. Can anyone tell me how
to connect with postmaster through TCP socket (it is started with -i
option) using libpq from an external application. (written in C)

upgrading.
