How do I do update if insert fails?

Is there a way with PostgreSQL to attempt an insert, and if it fails,
automatically ignore the error and try and update? On MySQL, I heard
you can do this with the REPLACE statement.

I suppose I can do it with a PL/pgsql stored procedure, but was
wanting to know if there was more of a "generally accepted" way to do
this such as with some undocumented feature or undocumented way to
make a combination statement.
