Data entry?

Is there an interface, something like pgadmin III, that facilitates data
entry when foreign keys are present? That is, I'd like to be able to
click on a drop-down to select values from the other table(s) which then
get entered in the table I'm working with.

FWIW, I'm working on Windows XP and using the cygwin port of PostgreSQL.
I'd prefer something that didn't require me installing, setting up and
running a local Web server, but, if that's the best way, I'm open to it.
