extented ascii problem

for test purpose
I transfered a database 7.1.2 SQL_ASCII that contained ( pg_dump )
accented french characters
to a 7.3.2 SQL_ASCII
and the problem is that the accented characters are wrong.
( from pgaccess LINUX and WINDOWS)

what was "a with a grave accent"
is now "A (MAJ) with a tilde"

As I supposed that it was a problem with encoding conversion not supported
from SQL_ASCII
to iso8859-1 or windows encoding , I tried to create a UNICODE database but
was unable to
get the data in without \encoding command.
With al \encoding commands ( \encodin iso8859-1 ) I tested I get the same
results.
Either impossible or wrong characters

what do I get wrong ?
