Wrong week day language

We have a problem with localization of date formats, namely the week
day names.

$> psql foo
foo=# select to_char(now(), 'Dy');
(1 row)

We want this to output day names in Swedish instead of English. The
postgresql.conf contains these lines:

lc_messages = 'sv_SE'
lc_monetary = 'sv_SE'
lc_numeric = 'sv_SE'
lc_time = 'sv_SE'

And the system environment language settings are also set to Swedish.
We have also tried to set the variables manually in pgsql with:
SET lc_time = 'sv_SE'

The postgresql version is 7.3.4 and it has been compiled with native
language support (for Swedish).

On our last server this worked properly, but unfortunately we forgot
to save the configuration files.
