Questions from a beginner!

Hello everybody,
I am very new to PostgreSQL.We are planning to develop a Library Management Package developed on free development tools for a public library,which we want to install free of cost.Here in India there is not much awareness about Open Source.
After some search on the net, I found this very helpful.
I have very basic questions,
1) Can we have any front end, with Post greSQL, (like VB,Access or Oracle Forms) which helps in developing forms and especially Reports (grouping ect.,) for the back end.
2) I found few tools (one of them like Knoda) which can be used with PostgreSQL
or Java technologies are the best suited?
Please suggest us as what to do.
What are the effective development tools used to provide front end for PostgreSQL on Linux whcih are all available on the net. (Best example of my requirement is like Oracle 8i back end and Forms and Reports od Developer 2000 as front end).
we are a group of students and software professionals, and if this is going to work out well, we want to join the Open Source community from here in India.

dont FUD india - there is a very large, very conscious and very productive
open source community in india
