Backup & restore MySQL, not using mysqldump

How can I backup and restore a MySQL DB WITHOUT USING

EXEC()
MYSQL
MYSQLDUMP

??

If I try running exec() and mysqldump, I get Fork warning errors ..

Win 2000Server
IIS5
Latest PHP & MySQL
