Is there any web interface tool that can directly create actual accounts on windows 2003 server?

I want to use web interface to do :
1. user accounts management (adminstration side)
2. personal password management (user side)
3. create actual accounts under windows 2003 server( for handling
share folder)

about 1&2, it can be solved by LDAP, phpldapadmin, phpGeneral,
but 3, I do not know how to deal with
I want to ask is there any web interface tools or method to solve
problem 3?i.e., "Is there any web interface tools that can directly
create actual accounts under windows 2003 server?"
If there isn't this kind of tool, I have to build one. But I don't
know what is needed to build such a tool, what kind of information I
should find?

And I want to ask a conceptual question.
Must I create actual accounts to manage share folder under windows?
Can I achieve this by LDAP?

any suggestion is welcome. thanks in advance.

Try the Windows 2003 resource kit. I think it has a command line tool for
adding users. Of course, giving network administrator privilege to your web
server is rather like...hmmm...letting a dingo guard your baby.
