Url encode not working in localhost

In live site the script consists of url's encoded using
urlencode.

They are working properly in live server but when i downloaded the site, the url's are not working in localhost.

I have checked .htaccess file, but no use.

maybe the target locations do not exist on localhost? you would need absolute URLs to locate a target independently from the server.
