T_CONSTANT_ENCAPSED_STRING, expecting ',' or ';'

i have a header that i like to use as header.php.
after i inserted the html into php i keep getting an error
for the following
Expand|Select|Wrap|Line Numbers

i'm new to php at at this time not sure what to do ..please help..
