How to retrieve CPU information Using IP address?

Three clients are connected wtih server on LAN, i want to get the cpu usage and physical memory usage of one client on another client.

Specifically, I have IP address 10.15.24.10 and the IP of my friend is 10.15.24.30, from my system i just pass IP Address of my friend's system and i get cpu usage and physical memory usage of my friend.

Can this be done? either using desktop application or web based app.

you can’t use a web application for that, because it’s out of scope for them. you have to use a desktop application, which you have to install on each computer.
