How to access cookies strip out comma and replace?

I have a cooke set for an RSS feed and I want to use that same cookie in a text header as well. The example cookie set is "Las+Vegas,Portland" how do I change it to "Las Vegas, Portland" for the text header - Cleaning out the + and adding a space after the comma.
