Drupal or not

I'm trying to develop a website for a bus transportation system which should basically have the following functionality:

1. Classify the users into two - Admins and well, Users.
2.A. When a User logs in, he has the options to fill in his preferences of travel and probably make a payment online.
2.B. When an Admin. logs in, he gets to do the some typical Admin. functionality like scan/screen Users, Buses, edit the map of the city/routes buses travel on etc.

So, the whole focus is on this portal and nothing more. Nothing fancy. Pure database-intensive work.

Would implementing such a thing be better off on Drupal?
I'm totally new to Drupal/Joomla but am comfortable with PHP. I've got a choice to stick to good ol' PHP or go ahead and use these newer technologies.

Any take on it?

I'm not sure how useful Drupal would be (I don't use it), but a framework would definitely be useful (CodeIgniter, Zend, etc.)

Go with drupal, with drupal you can reduce your development time by 3/4.
