I am working with a wamp program.
when I load the page, it displays this sentence " Internet Explorer cannot display the webpage ".

That would not be a problem with your PHP code, but rather your HTTP server.
How exactly does your URL look like, and where is the PHP file located on your hard drive?
Also, it's a bad idea to use IE to test your code. Has horrible standards support. It's generally best to design your sites using Firefox or Chrome, and then apply fixes for the IE bugs if needed.
