track all email msges

our director wants to track all email msges
he want what mail comes and what reply reply goes from whome
if reply not goes he want to ask from concerned person why reply not given within limited time
how is it possible by taking only private 6 emailids on outlook
however there are 30 persons who reply .
its is almost impossible to dalily forward 100 emails to cocerned persons
and daily track if reply not goes from concerned persons
even if i do that by forwarding and again forwarding i will convert into a computer operator
kindly suggest me best method to implement this method

I personally can't imagine at the moment how this would be possible unless the entire messaging was done via a PHP CMS. (ie. forget Outlook and Exchange)

Maybe there's a PHP API for Exchange that can give you a list of emails that have not been replied to?

if I were to do this project, I'd convert all my email system into a ticketing system with some CMS. custom or open.

Maybe keep outlook only for other types of or internal emails.
