Sheesh. If it was that easy, then everyone could do it.

Why not buy a book and learn how to do it yourself. There's no such
thing as a shortcut. Do the work to learn php and html or hire someone.

What sort of site do you want to deploy ? For some typical and popular
concepts there is quite some free stuff you could use and modify, but still
understanding of PHP is more or less essential. There are several
template-style extras available for PHP, try Google.
