Is php.ini in the right folder?

Why do I keep getting the following message below?
Not Found
The requested URL /php/php-cgi.exe/printerfriendly.php was not found on
this server.
--------------------------------------------------------------------------------

Apache/1.3.29 Server at localhost Port 80
I have changed the PATH statement to include php.ini
I have changed httpd.config on apache.

But I can't seem to get any of my php scripts to execute at all.

What gives?
