How to link to parts of webpages while passing data

How exactly do I link to a particular part of a web page while I also pass data to the page for it to process using php.

Try specifying a fragment in the URL.

I quite don't understand what you mean.
This is the link:

and I am sending it to another page with div tags..<div id="friends"></div>

A URI fragment is everything after the '#' in a URL. E.g.:

http://www.example.com/index.html#top

'top' is the fragment.
