And why would that be any better than usenet? Answer - it isn't. But

Because restaurants serve food that varies depending on the restaurant.

If the quality of facts vary from place to place then they aren't facts.
If someone advertises a forum in a forum then the forum being advertised
in is, by default, the more informative and complete forum.

How many restaurants can you visit in a day? How many websites?
As much as it takes, if you really need some particular information.

This evolves into USENET vs. forum. I don't think that USENET is better
than forum. USENET is good because of many participants, and one does
not have to register. Forum is good because the topic can be narrowed
and because there is a complete history, not just what one keeps on
personal computer. I use both, depending on situation.

Speaking of PHP there is more than one PHP newsgroup, so "One place, one
source" is not valid. Just like majority of other simple rules.
