slow down the network

What freeware can slow down my network? I want to set the bandwidth
lower to test something

You can use these tools:

Traffic Shaper XP:
http://bandwidthcontroller.com/download.html

Firefox Throttle:
http://www.uselessapplications.com/e...xThrottle.aspx

Use 286 cpu. It ought to be slow enough.
