can you run a php script as a user other than apache

Is it possible to open a file for writing that is not owned by apache.
for example suppose I have an ini file that I want to modify with a php
script but I dont want the ini file to be owned by apache because then
it would be able to be modified by any script and I only want it to be
able to be opened from one script. can I run a script as a different
user so that I am able to open the file for writing?
