PHP5 Windows 2000 IIS - php.ini not being read

I believe I am having the same problem described here :http://www.thescripts.com/forum/thread429124.html

basically, the phpinfo() method returns values that are not matching my php.ini file.
The thread above states that the problem was solved by adjusting the permissions...but to what and how were not included.

Who amongst you will make my Friday Tony the tiger GREAT???!!!!!

Are you absolutely sure you are editing the right php.ini file? (I've made that mistake way to often!)
Have you restarted the IIS server after you made your changes?

Technicly it shouldn't be required, but I've had to restart the computer to have IIS 5 load php.ini correctly after changes. It cant hurt to try it.
