phpNuke 7

I need to control which users have access to what module.
For example, I have some video downloads which I want to allow only a
few user to be able to download... and only for a few days.

HOW DO I DO IT.

Here is another example:
A user registers, has permission to download or access a moduel. After
3 days (or a month, a year...) he will not be allowed to access it
anymore.

OR

a user is allowed to download only from a certin category of
downloads.
I saw a paypal module that claimes to be able to do some of these
things, but I would think that phpNuke showld have it as well!?!? I
heard that postNuke has something similar?

Please help!!

(btw: I don't mind if my users download and distribute the files, but
occasionaly I get overwhelmed with traffic and need to restrict access
to some modules, downloads)
