Hosted Explorer script

I have a hosted web server (Apache Virtual Server running on Linux)
that has a web site, mysql and php application.

What I want to do is grant access to some staff to be able to access a
documents folder on the server and access documents over the web so
they can add, update ect. basically I am lookingfor a secure PHP
script that gives me windows like access with some security.

I am not sure where to start looking.

I think you are looking in the wrong place.
Why not consider using sftp or scp?

Try installing mod_dav (http://www.webdav.org/mod_dav/) on Apache if you
want Windows like file access. Might be possible to run HTTP-DAV on SSL.
Have never tried that myself.
