Problem in permission of uploaded files

Hai,
i am MAnu.I use one function "move_uploaded_file" in php for upload one file.After uploading i went to ftp for copying that uploed file.But i dont have permission.I tried to give full permission to that file but i cant it saying only root having permission for it.That means that file having only root permission.Why this i want to down load this files from ftp.Is thr any option to give the permission or autherisation user name in move_uploaded_file function.

The files you upload will have the permissions of your web-server. On linux machines, this is usually www, apache, or httpd. You will need to make your web script change the permissions before you are able to access the files via ftp.
