dumb PHP question - yes/no answer

hi there... totally new to PHP... please forgive my ignorance...

i've done some reading about PHP and it seems to be what i'm looking for... but i'm still not convinced... i'm creating a website with a form and i would like to know if using PHP will allow my website to:

1) transfer user data to a server (or email address)
2) transfer users uploaded files along with user data to a server (or email address)
3) redirect the user to a "thanks for filling out the form" type page after the form is submitted.

thanks in advance for answering my dumb question.

that's a relief... what exactly is the difference between a "cgi-script" and a PHP script? or is a PHP script also CGI too?
